By having dry skin. can it start itching if it gets waaay to dry?

so i can tell my legs are dry.


but i can only use sensitive skin lotion and i havnt been latly.


and they have been itching for a while now. my legs just healed this past few weeks from being bittin my flees..i have 3 dogs.


but they still itch i know its not flees. can it also be from dry skin?


and how can i get rid of scars casue from some of the bug bites from itching it they turned into scabs cause i wouldnt stop itching. its a bad habit. but is there some kind of over the counter cream to get rid of scars cause i miss wearing skirts and showing off my legs. but now i cant cause the scars
