This is probably because the chlorine is drying your skin out. Does yor swimming facility have showers? If so, bring your own shampoo and conditioner and rinse yourself off right after you get out of the pool. Also use lotion to moisturize your skin. If you keep itching, talk to your doctor.
I've just started to learn swimming and ever since my skin started itching,esp my legs and calf, what can I do
rinse off as soon as you get out of pool,the chlorine in the water is irritating your skin. If it's not your pool you probably have no choice on what chemicals are used to keep water clean so you may have to stop swimming there or tuff it out!

Reply:There is, most likely, one of two causes of your itching. You may have an allergy to the water chemicals or the pH of the water may be wrong (should be 7.2 to 7.4, + or - a tenth or two).
I'd suggest that you ask to have the pH checked as that is the easiest route. If that does not work, you might try a simple antihistamine. If that doesn't work, get a sample of the water, take it to a pool chemical shop and ask them to analyze it (be sure to get a print out of the analysis). They do water analysis as, when they find some deficiency, they try to sell you pool chemicals.
Then take the water analysis to your doctor. The doctor might be able to help you.

Reply:This happens to me all the time. You probably have sensative skin, you can get some body lotion for that. As soon as you get out of the chlorinated water, you should go right into the shower
Reply:This happens to me. I swim in a horrible poll with way to much chlorine year-round. Make sure to take a shower as soon as you get out. And like out or not you have to put lotion on!:) Especially moisturizing lotions. Helped me!
Reply:rinse off after you are done swimming, dry off, and put some lotion all over your body so it will not be dry and itchy....
